VR Oy will run down its workshops in Turku and Kuopio by 2003. The reduced maintenance requirements of new rolling-stock are blamed for the decision. The effects will be most felt in these places as they concentrate mainly on repair and maintenance of older vehicles. At Turku around 90 staff will continue to work in the traction depot. Kuopio's roles will be transferred to Pieksämäki and elsewhere. At the moment Turku and Kuopio workshops employ approximately 220 and 90 staff respectively, in addition Hyvinkää employs 440 staff and Pieksämäki 330. VR Oy's goal is to reduce its 2300 workforce by 600 in the near future mainly by natural wastage, re-training and transfers - it is hoped that redundancies will be kept to a minimum.

A level-crossing accident south of Kokkola blocked the track approximately 9.15 today. A snow-plough lorry came to a halt on the crossing. The driver warned VR of the bockage but it reached a goods train's driver too late leading to the collision. the lorry was wrecked completely and the loco was derailed causing a few hours break in rail traffic. Passengers were carried by bus past the accident location.

VR's Tranpoint has made 40 workers redundant. The redundancies lead from the loss of ASG's business to Suomen Posti from January 2000 - this represented about 7% of Transpoint's goods movements. Transpoint's managing director elect Mauri Kummala hopes discussions on merging state-owned VR's road haulage and state-owned Posti's operations will be restarted - these were broken-off about a year ago, mainly as a result of the differing pay and conditions of their workerforces.

VR has agreed with its subsiduary Pohjolan Liikenne to put replacement buses on standy-by at their depots. They are intended to replace local train traffic (in the capital region) if disruption arises. Long-distance traffic will be covered by diesel locos if electricity supplies fail. Extra staff are on-duty throughout the network to help things run smoothly.

Helsinki's city planning board accepted planning changes in order to increase office building floor-space to over 230000m2 at the western end of Kulosaari bridge around the planned metro station. Now the station should be built quicker than the original 10 year timetable. The project has been given a boost by the Vuosaari docks project, as well as major businesses and property owners in the locality - they have promised to pay part of the costs if the station is built soon.

EU Transport Ministers last night agreed to railfreight traffic to be opened to compettiton. After long discussions it was agreed that railfreight within the EU can be handled by businesses from other EU countries. For example VR could compete for freight in the whole EU area. The agreement requires the network managing company to be a clearly separate business entity.

VR-owned Pohjolan Liikenne has bought Kotka based bus company Onni Vilkas. Onni Vilkas has 120 employees, 70 buses and turnover of approximately FIM37million. It will be merged with the bus operations of Pohjolan Liikenne which already has 480 employees, 250 buses and turnover of FIM155million. Including goods traffic Pohjolan Liikenne now has a turnover of approximately FIM1,100million.

YTV (the capital's transport authority) has received 2 years extra time to consider buying 50 of VR's EMUs used in the regions local traffic. YTV accepted VR's suggestion to put the purchase option into the new traffic agreement starting from 1.1.2000. Earlier VR had resisted including this option into the new contract.

Yesterdays's raging storm felled trees onto the overhead lines on the Coastal Route at about 15:00 yesterday, between Inkoo and Karjaa. Passengers were ferried by bus between these places whilst repair work was carried out late into the night.

Helsinki's general works committee accepted its part of the cross-capital Joker-Bus project's road and bridge plans, including the long-awaited Eliel Saarisentie tunnel. The 27Km line's total costs are estimated at FIM 130million and should be ready in 2002. Eventually the line should be converted to a tramway if successful.

HKL - Hesinki's traffic authority's planning unit has defined possibilities to extend the tram network. One alternative is a new Route 9, from Ullanlinna to Ilmala. Route 1 would in future end at Paavali church and instead Route 2 would run from Katajanokka to Käpylä and the new Veräjänlaakso residential area via the city centre and Sörnäinen - replacing bus route 65A.

VR increases ticket prices by an average of 3.4% from the beginning of December. Seat reservations and supplements for trips under 75Km will be reduced. The increase will not effect bookings already made. Ticket prices on the local traffic in the Helsinki region will increase by 4% - although this will not effect prices in the the capital's YTV area for which price increases are due to take effect from January. The increases are based on increased wage costs. It was decided to raise prices from December to reduce changes to computer systems at the customary new-year period.

Before the end of the year VR starts a new round of bidding for railbuses in which manufacturers can also put forward their own vision of suitable equipment. In this way it is hoped more manufacturers will be ready to make offers. This year's earlier round brought only 3 offers, which VR needed to reject in any case as they did not meet the specification demanded. VR has looked for new railbuses since 1997 after cancelling the contract made with GEC Alstom. The new round regards 12-20 railbuses and options for a similar number. By using railbuses VR hopes to preserve service levels on low-use lines and even increase passenger numbers.

SAK's (Finland's trade union umbrella organisation) transport advisory board see YTV's plans to buy local trains from VR as senseless. In their opinion splitting the ownership of rolling-stock will harm the development of rail traffic and its maintenance and renewal. Last week YTV's board decided to propose to its governing council (the capital's local municipalities) to use its right to purchase VR's local trains as allowed by the VR/YTV traffic agreement.

A serious accident nearly happened at Kerava on 7.12.98 when a Helsinki-Oulu express train drove at 77 Km/h through a turnout restricted to 35Km/h. Investigators have concluded that the train would have slewed from the track if its speed would have been above 80Km/h. The train had been directed to the so-called third track as another turn-out was faulty. The driver had been advised of the changed routing but did not slow in response to the signals (ATP is not installed at the location). VR notiifed the Accident Investigation Board about the case only on the afternoon of the following day. The circumstances are similar to the fatal accident at Suonenjoki in 1998.

Ticketing arrangements on VR's local train traffic in the capital region change from 10.1.2000 when the timetable is revised. During rush-hours there will no-longer be a conductor in every EMU. In every train there will be one EMU in which tickets will be sold. A display will be fitted to the side of the train and platforms will be marked with a yellow and black ticket sales guides to tell to passengers where tickets sales are located in the train. VR plans to use the rush-hour reductions to increase conductors on evening and weekend departures.

Russia has raised Finland's and other Baltic countries' rail freight charges. The increase regards consignments to Russia or transiting Russia. For raw materials the increases can be measured in tens of percentage points. Russia's railway minister has for long been readying what amounts to an embargo against goods from Finland and the Baltic countries for political reasons. Especially, Latvia's railways have run into hardship as a result.

VR-concern's second 4-month accounting period was better than the first, both financially and statistically. Profits rose to FIM228M after financial items for the 8 month duration, as opposed to FIM21M for the first 4 months.The January-August result is similar to last year's although the figures are not wholly comparable owing to changes in accounting principles. A slight recovery was evident in domestic freight volumes between January and August although still 3.5 % below last year's figure owing to the decline in freight volumes early in the year. Traffic between Finland and Russia, principally imports of roundwood and oil, increased 7 %. Transit traffic fell 13 % on the previous year despite brisker activity in the summer. The number of passenger journeys remained 2 % below last year's level at the end of August, having been 3 % down at the end of April. Commuter traffic in Greater Helsinki rose 3 % between January and August. All in all 2 % more passenger journeys were made, compared to a year ago. Capital expenditure totalled FIM 660 million during the 8 months, an increase of FIM 123 million on last year. No major new investment decisions were taken. Total freight carryings and net turnover are likely to remain somewhat below last year's levels. In passenger traffic, long distance traffic could decline slightly but commuter traffic in Greater Helsinki is forecast to grow by 2-3 %. Taking VR Group's other operations into account, profits are expected to remain lower than last year.

A local train's pantogragh damaged overhead lines in Helsinki today just before 19.00. Traffic on the Main Route was disrupted for up-to 1.5 hours and some long-distance trains were terminated before arrival in the capital. Traffic on the Coatal Route was also affected.

Seatbelts will be tested in InterCity trains. Lap-belts will be fitted to 3 carriages which will circulate on all IC routes . The trials last for 1 year during which time their use is voluntary. Seatbelts' necessity came to the fore after last years fatal crash at Jyväskylä.

Rail traffic on the Coastal Route was interrupted this morning at 10.40. Overhead lines were brought down at Ervelä and as a consequence passengers needed to be ferried by bus between Karjaa and Salo. One train driver was injured in the incident when the cab windscreen was broken by the overhead cable and he needed hospital treatment. Trains were running again past the site by 15.30 and repairs were completed during the night.

Police will tour many schools located near railways to inform children about crossing the railway, behaviour on the platform and the consequences of vandalism. Also train drivers will take part in the briefings to tell how dangerous situations appear from their perspective. The tour is part of a joint campaign by VR, RHK, Communications Ministry and police. A similar campaign was launched on the Coastal Route 3 years ago , now Jyväskylä is the starting point and eastern and northern Finland will also be visited.

Helsinki railway station's paltforms 1-8 - about half the capacity were without power for 50 minutes yesterday when a local train's pantograph brought down the catenary on its line at around 17.25. Due to building work at the station the other lines also lost power. Only the Main Line route was effected and the Coastal Line trains continued normally.

The capital region's transportation authority - YTV is considering buying 40 of VR's local trains for around FIM500M. YTV can buy the 10 new EMU plus the 30 EMUs refurbished with YTV money, during the current agreement's tenure. The current VR/YTV agreement under which VR operates local train services for YTV runs-out on 31.12.1999 cost YTV around FIM200M including FIM45M for rolling stock usage. Now YTV tries to clarify if it would be cheaper to buy trains for its services than pay compensation to VR. YTV is waiting for the railway network to be opened to competition beccause it believes costs will thus fall. At the moment train traffic costs are rising when bus traffic costs are falling. The capital's local train traffic seriously interests Stagecoach and Linjebuss which both have railway operations in the EU.

At arbitration VR won the dispute which erupted when it cancelled its railbus order with GEC Alsthom Transport because of their high weight and noise levels. GEC probably has to pay legal costs plus the FIM10M demanded by VR. VR ordered 16 railbuses a few years ago and 6 even arrived in Finland before being returned after trials. The requirement for railbuses still exists but finding a suitable product has been difficult - the second round did not produce any acceptable offer. In the spring the third round brought offers from which VR will make its choice in the near future.

Human error during shunting work caused a loco to leave the rails at Kolari on yesterday morning. No-one was injured and neither did the loco suffer any damage. The loco of the 9.30 arrival from Helsinki car-transporting express was detaching passenger cars in preparation for detraining cars when it derailed. As a result the last car was off-loaded at 14.15, via a temporary ramp.

Yesterday evening's acid leak has been investigated. A faulty rubber seal is suspected as the cause. About 2 cubic metres of siliconhydrogenfluorine leaked before fireman were able to pack the wagon's hole. The acid is damaging to skin and membranes and symptons can take hours to appear. It is not yet know if any acid leaked into ground water but that is unlikely.

Building work for a third track between Tampere and Sääksjärvi is underway. The current track formation will also be straightened as part of the work. The new track is about 6KM long and it will improve traffic flows in the Tampere area as goods trains currently take much time for the climb to Sääksjärvi or for braking when coming into Tampere. RHK is the builder and VR-Rata acts as main contractor for the project, which is part of development of the mainline from Helsinki to Tampere. Work should be ready in 2002 and cost an estimated FIM 144million.

The 1938 built, 6Km spur from Haukiputta to Martinniemi saw mill is now being dismantled. At its peak there were 2 daily passenger trains to Oulu plus frequent loads of timber to the saw mill. Much war reparations to the Soviet Union were delivered by rail from the mill. Passenger traffic ceased in 1956 and the line closed completely in 1986. It was hoped to save the line but it would need major rebuilding including relaying with heavier track. The shunting loco and a few dilapidated wagons will remain at the mill's yard - their fate has not been decided.

VR's CEO, Henri Kuitunen believes the Kerava-Lahti shortcut line should be built. Connections to eastern Finland and Russia could be speeded-up if the line were built. However, Kuitunen keeps as more important that it would ease traffic on the "main line" as extra trains could be run and speeds could be raised to other parts of Finland. In his opinion the line would be of national significance. He sees as groundless the threat of reduced services as feared by Riihimämki's residents if the line were built. Kuitunen also demands more money from the State for repairs - according to him it is not in anyones interest that over 600Km of track has been fitted with various restrictions because of the poor condition of the track.

Helsinki's property department yesterday presented to the Council its proposals for bringing forward the building of the so-called Fish Harbour metro station.It is hoped to get a decision during this autumn. The proposal calls for building the station - to be located at the western end of Kulosaari bridge, with either with its own funds or in partnership with local businesses. Before now it was believed the station would be built only after Helsinki's eastern docks had been moved to Vuosaari around 2009 and new homes and offices fill-up the vacated land.

In an interview with the newspaper Ilka, Senior Inspector of Taxes Anneli Nuoritalo told that tax authorities are investigating who amongst VR's staff are employed by the traffic operator and therefore rightfully deserve discounted travel. VR-Concern also includes VR-Rata, VR-Data, Avecra amongst other businesses from which until now over 10000 workers, 20000 pensioners as well as family members have enjoyed up to 85% reductions from ticket prices.

Introduction of 20 new low-floor trams has been delayed by 3 months. HKL (Helsinki Traffic Board) has not told the reason but "some changes" are being made. At first the new trams will run between normal departures - passengers will be allowed onto what are really staff-training runs. The green painted trams begin use on Tram Route 4, at a rate of one every 4 weeks. A new feature of the trams will be face-to-face seating which may not agree with Finns' nature. Despite the new arrivals, 10 1950's trams continue in service - more than 10 others will be withdrawn and new uses for them are now being planned.

VR Oy starts negotiations with its maintenance staff's representatives. According to the company its technical branch's functions can be taken care of by 600 less staff by 2002. The majority of the 2300 staff in the branch are responsible for mainentance and repair at workshops and depots. During the negotiations - which run to October, which workshops and locations are to be cut and when, will be decided. Whether staff need to be made redundant will also be clarified. Retraining and transfers to other branches will also be offered to workers. Changes are needed as the workload is reducing because newer stock needs less maintenance. Work has also reduced as a result of a transfer to a preventive maintenance regime. VR has workshops in Hyvinkää, Kuopio, Pieksmäki and Turku as well as depots in Helsinki, Kouvola, Oulu, Tampere Seinäjoki and Joensuu.

VR-Group's trading profit for January-April fell FIM 62million compared to last year, mainly due to reduced freight traffic. VR's share of profits from freight traffic is bigger than that from passenger traffic. The net profit after financing, incidentals and taxes was FIM 41million compared to FIM 44million last year. Turnover was FIM 1966million - FIM 83million more than last year. Growth lead from changes in State book-keeping procedures for work done on the rail network. Domestic freight fell 5% from last year - these represent 60% of VR's freight movements. Although exports from Russia grew by 6% total international freight movements fell 2% because transit traffic from Russia to third countries and Finnish exports both contracted. Overall, freight traffic fell 4%, but VR did not lose its market share. Passenger traffic changed slightly in that express train journeys fell by 2% but the average length of journies increased. Local traffic in the capital region stayed as before. Investments totalled FIM 371million which is FIM 143million more than last year. Noticeable investments were for locomotives and passenger stock. Total investments for the year will reach FIM 1billion. Freight traffic is expected to recover during the latter part of the year but will probably remain below last years figures. Passenger traffic growth is less sure.

Höyryveturimatkat ran Dm7 railbuses to Naantali first time in 1998.

Tourists can travel by train to the childrens's favourite attraction Moomin World until August. Höyryveturimatkat will run "lättähattu" railbuses between Turku and Naantali during 18.6-15.8.1999. VR's drivers will drive the trains because it still has a monopoly on the national rail network. There will be 6 departures in each direction every day and the trip lasts 20 minutes. Swiss company Rail Gourmet has taken a 40% share in VR-owned Avreca Oy, which provides on-train catering and some station catering services. Turnover is around FIM 470million and its staff numbers approximately 470. VR has searched for an experienced partner eversince Arctia Oy gave-up its shareholding a year ago. Swissair's Rail Gourmet is Europee's leading train catering firm. Its turnover is approx. FIM 860million and it employs approx. 2300 staff - AVE, Eurostar and Thalys on-train catering are listed amongst its services. In Finland it is expected to apply its expertise in product development and business leadership. Cooperation is meant to start from July.

A dispute over distribution of costs has halted work on the country's first intergrated public transport travel-centre at Seinäjoki. The city will start its famous tango market with the station buildings ripped-apart. Seinäjoki should become a model example of how passengers can transfer smoothly from bus to train and vice-versa. It should be the first in the network to be completed because the bus and train station are already next-door to each other. Waiting rooms and services would be built in the space between and current services should also be improved. The project's costs rose at the last moment from 10 to 14 million markka - according to Seinäjoki due to VR's additional demands. However, VR does not want to pay the increase and no-other payer has come forward. The Communications Ministry's plan for 23 travel-centres was finalised in 1997 and it should be ready by 2005. Planning is on-going in 11 cities. In Tampere work is planned to commence next year but division of the FIM 50million costs is still open.

The Swedish state franchised 12 railway lines operations from which Svenska Tågkompaniet won that for the whole of northen Sweden. If it wins government approval the company plans train services from Tornio in Finland into Sweden on a summerly basis from 2000.

Three people died at 18.20 on Tuesday evening in a crash involving a car and a train at Pyhäjärvi. The car's female driver, her husband and adult daughter died instantly. The accident happened at an unguarded level-crossing about 5KM from Pyhäjärvi's centre. The train remained on the tracks and although damaged was able to continue its journey to Ylivieska. Traffic on the line was halted for half-hour before resuming. Accidents at level-crossings have reduced during the 1990s as VR has aspired to replace thousands of unguarded level-crossings with tunnels, bridges or by adding booms and warning apparatus.

VR-Cargo has received ISO14001 environmental certification. The SFS (Finnish Standards Union) certificate covers all sectors of operation. VR is the first railway company to receive the European ISO14001 certificate. VR-Cargo transports 40million tonnes annually which represents 26% of Finlands goods traffic. According to customer research, 80% keep environmental friendliness as one of the railway's characteristics.

Spring 1995 started Tampere-Pori electrification has been completed. Electric-hauled traffic starts with the new summer timetable on 30.5.1999. 6 trains per day will run Tampere-Pori with 3 trains running through to Helsinki and 2 from Helsinki. There will also be extra trains at the weekends. Train movements on the sections Tampere-Pori and Kokemäki-Rauma will be controlled from Tampere and ATC will also be completed by the end of June.

After a quiet winter VR Cargo has again started running container trains to Moscow, however roadtrailer trains are unlikely to appear. Such traffic came to a halt after last year's economic collapse - 80% of cargos disappeared and the remaining 20% transferred to roads after a price collapse explains VR Cargo's director, Kari Hassinen. VR attempted for a couple of years to start roadtrailer trains but only 5 test runs were made due to customs difficulties in Moscow.

VR plans to present a programme to RHK (Rail Administration Centre) in which it hopes the rail network's carrying capacity can be improved by 2010. The central issue will be to raise axleloadings from 22.5t to 25t on 4000 track kilometres - the lower limit would suffice on 2000 track kilometres. As a result cargo loadings would increase by 10% and costs would also fall by a similar figure. Train lengths would also shorten, easing loading work and shunting movements. Road freight has been allowed to increase maximum loads and size, but rail freight has been slow to respond. VR is currently building 40 wagons for the paper industry which already allow 25t axleloads and fill the whole loading-gauge.

VR wants to improve the punctuality of its long-distance trains. As a goal 90% of trains should arrive within 5 minutes of their advertised arrival times. Punctuality was only 82% last year, but already in April of this year 91% punctuality had been achieved. On the other hand, bad weather in Frebruary dropped that month's punctuality to 62%. The punctuality of local train traffic in the capital region is also hoped to be improved.

Helsinki's HKL (Public Transport Board) continues planning a metro spur-line between Kamppi and Meilahden. Two stations are included for the line. Later the route could be extended to Pasila and Kumpula. According to HKL's calculations the line to Meilahti would cost FIM 785million if Töölö and Meilahti stations would have 2 entrances and FIM 650million if only 1 entrance were made. Surface transport costs are calculated to fall by FIM 30million. According to HKL 25000 passengers would use the line from which 15000 would be new passengers - currently 150000 passengers use the metro every day.

VR will renew doors on its Pendolinos during spring and summer. The trains' external doors have suffered from technical problems and also surface defects, therefore the manufacturer (Fiat) will change them all. Due to the renewals only one unit will be in use between 17-22.5 when 2 of the normal 8 departures will be run using other rolling stock and 30.5-15.8 when 4 departures will use other rolling stock.

Helsinki Council plans a new tram route No.9 from Ullanlinna to Ilmalantori via the railway station and Itä-Pasila. The line would run every 6 minutes in the rush-hour and would replace bus routes Nos. 17 and 23. The tram route is expected to provide a better level of service compared to buses, also savings in traffic costs have been calculated at approximately FIM 2million per annum. 7Km of new routes would be needed. Total costs are estimated as FIM 45million.

The State does not have funds to build the short-cut line between Kerava and Lahti, neither does it interest the new government's programme makers. RHK (the rail administration body) and Ministry of Communications think it unlikely the project will move forward within the new government's four year term. It is more likely that 10 years will pass before the project is funded. The State is currently funding safety imimprovements, extra tracks in the capital region, electrification in northern Finland as well as route up-gradings.

Rautaruukki and Spanish rolling-stock manufacturer Patentes Talgo S.A. have made a preliminary agreement for the sale of Rautaruukki's Transtech division to the Spanish company. As a condition of the sale is the requirement to fulfil the prerequisites within the contract and approval from the boards of both companies. Talgo is an experienced and successful company focusing on the manufacture of rolling stock for passenger traffic. Founded in 1942 the family business had a turnover of EUR 100million last year. Talgo has production units in Spain, Germany and the United States. Transtech's turnover was EUR 65million last year and it employs about 550 people. At the end of last year Transtech had an orderbook worth approximately EUR 150million. The sale of Transtech should not affect Rautaruukki's 1999 results.

Train traffic is cut for the whole day on the Savo line. Traffic is expected to return to normal after 21.00 after 2 goods wagons derailed last night. One wagon's overheated bearing is suspected as being the cause of the derailment. VR is expected to transport 8 trains' passengers past the accident scene by buses, about 30km north of Kuovola. VR estimates delays of 1/2 to 1 hour. Although clearance work on the scence started early in the morning the damage to track id feared to be much worse - the overheated wheelset caused damage to 9KM of track before leaving the track.

Rautarukki's Transtech will build VR's 20 Sr2 electric locomotives as a sub-contractor for manufacturer Adtranz. Deliveries will take place in 2000-2002. VR made an order with Adtranz in January. Transtech has earlier built 20 SR2 locos for VR on a similar basis. The current agreement includes an option for an additional 6-12 locos.
Transtech has also received an order from Sweden's Scandinavian Motortransport AB to manufacture 15 vehicletransporter wagons for Swedish internal rail traffic. They we be delivered next spring.

Helsinki council had decided to turn 10kilometres of trackbed into green lawns. The idea is common in Europe and has been on trials in Helsinki for 3 years. Ordinary lawns cannot stand-up to the weight of maintenance equipment but concrete block supports have solved the problem. Besides looks, it is hoped the grass will improve air quality by holding down dust and increasing humidity. Lawns will be planted only when other track work is necessary.

Train passengers get low-cost onward connections from Tampere station beginning 3.5.1999, when Kimmpabus Oy extends its operations. The fixed-price minibus service starts from FIM10 and customers are driven to their requested address according to a designated route. Buses will leave 5 minutes after train arrivals. Kimppabus started in Turku in 1993 and operates among collaborating bus and taxi firms.

Yesterday's oil train fire at Vainikkala caused extensive environmental damage which could take many motnths to clean-up. Tens of tonnes of crude oil leeked into the surrounding land and nearby fields and rivers have now been fitted with dams and booms. The soft soil will not stand heavy equipment so oil may have to be removed with hand tools. Water samples have not shown any oil deposits. It appears failure of the rail fastenings caused a derailment following which wagons hit an overhead-line mast thereby igniting leaking oil. Passenger traffic is already working normally but freight traffic has been limited.

Today a Communications Ministry working-group presented its report for opening the rail network to competition for domestic and EU freight, and regional passenger traffic. Operators with a licence in any EU country would have the right to get an operators licence in Finland. The recommendations are meant to get into force during 2000. VR Oy would be given preferential rights to track capacity for 2 years in order to cushion the effects of competition. RHK (Rail Administration Centre) would approve licences, divide track capacity and confirm timetables. Capacity could be reserved by operating companies and passenger service buyers (local authorities). RHK would continue to be responsible for up-keep of the railway network and safety of rail traffic, including private tracks which are connected to the network. Long-distance passenger traffic would remain in the hands of VR Oy, because the working group believes that consumers interests would otherwise be weakened by operators only being interested in densest routes and times, bringing timetabling problems. The Ministry will now ask for comments on the proposals before bringing the proposal before parliament.

Eight tankers of a Russia-Sköldvik (Porvoo) oil train burnt-out in Vainikkala goods yard. Seven wagons in the middle of the 52 wagon train derailed on a turn-out on its departure at around 9.30. After uncoupling undamaged wagons, 9 wagons carrying around 500tonnes of crude oil remained. The wagons burned for 3 hours before suitable fire equipment was brought from Lappeenranta and Kotka. At their worst flames were nearly 100metres high and 50 nearby residents had to be evacuated because of dense smoke and fumes. Normal checks were made to the wagons when the Finnish locomotive had been attached in the train in the yard. Oil managed to leak into surrounding fields and streams where it also burned. The oil clean-up operation is expected to last many weeks. The morning's passenger trains had passed the location earlier and were not delayed, later trains were delayed.

VR-concern's 1998 after tax profits were FIM 386million, what is FIM 33million less than in the previous year. Profits from its primary business activity were on a comparable level to last year. Turnover was FIM 6.7billion. Goods traffic turned downwards at the end of the year but thanks to a good start turnover remained at FIM 2billion. Turnover from passenger traffic rose slightly and totalled FIM 1.5billion. Local traffic grew 4%, when again other traffic contracted slightly. Investments were valued at FIM 820million, the largest part being for double-decker IC carriages.

Train traffic on the Coastal Route was interupted for a few hours from 15.00 on Monday (29.3) when the catenary was brought down between Karja and Salo. The line was brought down during ice clearing work in a tunnel at Perniö. VR replaced trains with buses between Karja and Salo for a few hours.

VR Oy is selling its vehicle servicing operations to Raskone Oy, from 6.4.1999. With the deal approximately 35 transfer as old employees along with servicing of 2000 vehicles. The operation's biggest customers have been VR-Rata Oy and Transpoint Oy. Raskone Oy specialises in vehicle servicing and had 14 service points covering the whole country and it employs around 250 staff. Its turnover in 1998 was FIM 100m and has grown by about 15% p.a. in 1997 and 1998.

VR will reduce the maximum speed of ordinary ("express" - ed.) trains from 140Km/h to 130Km/h from the beginning of June for safety reasons. The change lengthens journey times by up to 15 minutes. The reduction does not effect InterCity or Pendolino trains which have newer braking systems. Ordinary "blue stock" express trains have had their speeds reduced twice within six months for safety reasons. Now braking distances in critical situations will be clearly shorter, says VR's safety director. VR slowed some express trains last autumn and now all other trains using "blue stock" have had to follow. "Blue stock" will return to its previous maximum speeds after brake alterations, perhaps in 2001 (!!-ed.).

Passenger traffic between Isalmi and Kiuruvesi reopened to Thursday evening (after being replaced by buses), but needs to run at reduced speed on the damaged section. Normally 2 trains run in each direction per day. The track was damaged for 5KM when a goods wagon carrying sawn goods derailed due to a wheelbearing failure 3Km from Kiuruvesi.

VR-Group's rail traffic subsiduary VR Oy has changed its MD because of a loss of confidence (in the ex-MD). VR Oy's Board decided on the change today when it named Juhani Kopperi as the company's new MD. Kopperi has worked in managment positions within VR for a long time, lately as VR-Group's Deputy Managing Director, as which he continues. Erkki Hämäläinen had been VR-Oy's MD only since 15 December 1997. VR Oy is VR-Group's largest subsiduary - it runs the rail traffic, and has a turnover of FIM 3.5billion and approximately 10,000 staff.

VR needed to cancel a further 6 long-distance departures on afternoon of Feb 25th, on top of 11 that morning due to snowstorms, many others are running up to an hour late. Snow also caused havoc with local train traffic in the Helsinki region, where nearly half the departures had to be cancelled. VR warned travellers to expect delays tomorrow also. (Similar delays and cancellations did take place! Ed.)

At about 5.15 a goods train slithered off the track at Jalasjärvi, south of Seinäjoki. Altogether 15 wagons, some loaded, were derailed. No one was injured. Because of the accident northern trains were in a mess thoughout the day and were directed via Haapamäki. Additionally, the air traffic controllers' strike has caused over-crowding on northern trains.

Espoo's council decided to start planning for a metro at its meeting today. In a decisive vote the option of extending the planning to Matinkylä was accepted by 48 votes to 18. Alternatively the metro would have been planned only as far as Tapiola. Although Espoo appears to be coming around to the idea of a metro a final decision on building has not yet been made.

Rail traffic has suffered throught the country because of freezing weather. Long-distance trains were late by up to an hour this morning and many Helsinki local train departures were cancelled. VR had to withdraw some trains from service because ice had caused brakes to stick, and also some turn-outs were stuck. In the capital, local traffic had to be reduced because nearly one-third of EMUs were out-of-service.

VR has added extra carriages to its train because of the air traffic controllers strike. However, over-crowding is still expected if the strike continues over the weekend. The strike was noticeable immediately by the long queues at VR ticket offices, but seat reservations were still possible. Weekend traffic will increase pressures, especially now the sli season is starting in Lapland. VR does not plan to run extra trains because of the strike because (it claims-Ed.) they wouuld be technically difficult and would be hard to advise timings to passengers.

VR's freight and passenger volumes continued to grow in 1998. VR Cargo transported a record 40,7million tonnes, an increase of 1% over the previous year depsite mixed fortunes in different markets. In passenger traffic 51,4million journeys were made - 39,4million local journeys and 12million long-distance journies, an overall increase of 3%. However, local traffic in the Helsinki region grew by 4% and Pendolino journeys by 6%. Russian traffic fell by 2%. In total, 3,4billion passenger-kilometers were travelled which equals the record set last year.

Freezing weather tested rail equipment today. Passenger were well aware of the problem with continuing delays. According to VR, the freezing caused a variety of problems in the trains' air brakes. The other problem was turn-outs which would not move properly. Also coupling locomotives and vans together has been problematic. Delays are also caused by passengers preferring to wait inside at stations rather than on the platform, making stops longer. In the Helsinki region the freezing caused various faults in local electric trains - about 30 EMUs (out of ) are out of service.

VR plans to fit seatbelts into trains - a world first. In the beginning seatbelts will be tried in a few new InterCity carriages. Planning and fitting of belts takes months and test use will start in the Autumn. The belts cost a few hundred markka per seat (FIM 5.00 = USD 1). The recent train crashes - notably at Jyväskylä, which raised the safety benefits of seatbelts are behind their trials.

Last August's Suonenjoki train crash was caused by the InterCity train driver's loss of concentration. The south-bound InterCity train left from Suonenjoki station passing a red signal, and depsite an emergency brake application collided with an oncoming freight train. Of the 51 passengers, 26 were injured. Both drivers jumped clear before the crash. In its report the accident investigation board recommends speeding-up of ATC - which would have halted the InterCity train at the signal, and CCTV equipment in the driving cab to show track and cab conditions. Similar recommendations were made after the train derailment at Jokela. (Implementaion of ATC has already been speeded-up - Ed.)

Train traffic has been badly affected in the capital region this morning because of snowstorms. Only 2-3 local trains per hour managed to leave because of snow-clogged turn-outs. Many local train services were cancelled completely and the remainder were no-longer running to the timetable. Traffic returned to normal in the afternoon. Long-distance trains were up to 1,5 hours late and some departures were cancelled. Delays continued until evening. Also services elsewhere in Finland have been mixed-up - travellers' connections onwards from Tampere have been replaced by buses, taxis and by long waits for the following train.

VR Ltd has placed a further order worth approximately FIM 450 million for twenty new Sr2 electric locomotives from the Swiss company Adtranz. The first new locomotive in the order will be brought into service in early 2001 and the last two years from then. The order, which also includes an option for twelve more locomotives, follows a previous order placed for twenty locomotives. Delivery of these locomotives began in 1996 and the last locomotive will be introduced into service this month. The locomotives have a maximum speed of 230 km/hour compared to 140 km/hour for the Sr1 electric locomotives introduced in the 1970s but are suitable for both passenger and freight purposes. VR's diesel locomotives will be decommissioned as the new locomotives are introduced.

Yesterday the first of 10 Italian-built 2-car EMU local trains arrived at Helsinki's harbour. Fiat Ferrovieri personnel will now begin a few months of trials and adjusments. Passengers in the Helsinki region get their first chance to try the new trains in the autumn. Travelling will be made easier for wheel-chairs and prams because the floors of the centre section are at platform height, with seats facing across the gangway. To aid security all cars are fitted with video cameras.
VR has an option for 40 more EMUs of the same type - extra capacity will be needed when Leppävaara city-railway is completed in 2001.

The Communications Ministry has decided to maintain track charges for 1999 on the previous bases. Thus an estimated FIM 350million income will come from VR-Group. This assumes a 10 increase in traffic. Track charges amounted to FIM 320million in 1998 and FIM 300million in 1997. Track charges are formed of a basic amount plus a variable amount. Basic charges covers fixed costs of network maintenance and the variable charge so-called costs to society, e.g. emmissions and accident expenditures. Only the variable charge is attached to passenger traffic.
The current track charge was taken into effect in 1995 when VR was formed into a company. Track charge bases will be reviewed in 1999 according to new EU guidelines. The new charging regime will apply from 2000.
