The biggest problems with "blue" express carriages are doors and steps. The steps are steep, first step is high and the steps freeze often on winter because they are outside. Doors are heavy to use and can be opened during the journey (but this was changed in year 2001). In year 1977 work group become aware of that in the Central Europe used construction won't function in Finnish climate and the improvement of steps would mean big chances to Wagon body.

In mid 1980es VR decided to make new type of wagon. Main idea of design were to make only one basic type, were from all types (1st, 2nd, compartment, restaurant) could be easily derivated. This needed WC to be moved to wagon end and this required to change bogie to shorter type. Wagons were designed by VR and manufactured by VR Pasila Works and Valmet, later Transtech on years 1988-1992.

Following wagons were manufactured:

Cars have only electrical heating because they are used mainly on electrified lines. On non electrified lines they are used with power car Eifet, which has diesel power unit of 240 kW made by Valmet. Dr16 locomotive could be used too, which has 1500 V output.
